Key words: financial control, governance, the general state budget.الملخص إذا كان موضوع الرقابة المالية واسعا ومختلفا من حيث التعاريف ومجال إستعماله، فإن مفهومه محدد من الناحية المالية، حيث أن الرقابة لها أهمية كبيرة في العملية الإدارية، ولابد من تننظيم عملية الرقابة بشكل يجعل منها أداة فعالة في تطوير وتوجيه النشاط الإداري بمختلف مصالحه، وعليه فإن الرقابة المالية تعنى متابعة ميدانية لإرادات ونفقات الدولة، وهي النوع الوحيد من الرقابات التي تطبق على الميزانية العامة للدولة، وهذا قبل وقوع صرف النفقة، أي أن الرقابة المالية تقلل من وقوع الأخطاء وتستدركها من خلال أجهزة الرقابة المالية. إن مفهوم الحوكمة الواسع أدى بالحكومات المعاصرة إلى العمل على تجسيد واقع هذا المفهوم، الذي يتضمن أهم أسس التسيير الأمثل للسياسات العامة للدولة من شفافية، عدل، ورقابة، ما يؤثر بالضرورة على قواعد ومبادئ إعداد الميزانية العامة للدولة، والتي تعتبر الترجمة الرقمية لفعالية تطبيق الحوكمة وفي هذا السياق فإن الرقابة المالية لها أهمية كبيرة في حوكمة الميزانية العامة للدولة من خلال تجسيد مبادئها في إعداد الميزانية العامة للدولة، وذلك برفع درجة المساؤلة و الشفافية والمشاركة. Abstract If the subject of financial control is broad, and differs in terms of definitions and the field of its use, then its concept is financially defined, as control has great importance in the administrative process, and the control process must be organized in a way that makes it an effective tool in developing and directing administrative activity in its various interests.
