| dc.description.abstract | الملخص: تهدف هذه الدراسة الى معرفة دور حوكمة صفقات الأشغال في تخفيض وتذليل المعوقات والعقبات التي تواجهها المصالح المتعاقدة في ولاية إليزي عند إبرامها لصفقات الأشغال العمومية ,حيث اعتمدت المنهج الوصفي في جانبها النظري وذلك لغرض الوصف الدقيق والتفصيلي للموضوع بالإضافة إلى أسلوب الدراسة الميدانية من خلال الإستعانة بالاستبيان الذي صمم لهذه الغاية , حيث تم توزيع 80 نسخة على أفراد عينة من موظفي وإطارات مكاتب الصفقات العمومية على مستوى 22 مديرية تنفيدية بولاية إليزي إسترجعنا منها 65 نسخة صالحة للتحليل والتي تمت معالجتها باستخدام حزمة تحليل البيانات الاحصائية spss وتوصلت نتائج الدراسة الى أن هناك علاقة عكسية بين الحوكمة والمعوقات ( كلما ارتفعت الحوكمة ، إنخفضت المعوقات ). وخلصت الدراسة الى مجموعة من الاقتراحات نذكر منها اعتماد برنامج تحسين كفاءة الموظفين ومراجعة النصوص القانونية المحددة لشروط التعيين في اللجان واعتماد تكنولوجيا الإعلام والاتصال فيما يخص إعلانات الصفقات العمومية. Abstract: This study aims to find out the extent of the commitment of the contracting interests in the state of Illizi to apply the principles of governance and its role in overcoming the obstacles that limit it when concluding works deals. For this purpose, 80 copies were distributed to a sample of employees of public procurement offices at the level of 22 executive directorates in the state of Illizi. 80 copies were retrieved, of which 65 are valid for analysis, which were processed using the spss statistical data analysis package. The results of the study concluded that there are regulatory and legislative obstacles that limit The application of the principles of governance by the contracting interests when concluding deals, in addition to the existence of scientific, professional and regulatory obstacles that limit them from applying the principles of governance when concluding public deals. The study concluded with a set of suggestions, including the adoption of an efficiency improvement program staff and review the legal texts specific to the terms of appointment in committees and adoption Information and communication technology regarding public procurement advertisements. | |
