    مكافحة الإجرام السياحي في التشريع الجزائري

    تتناول هذه المذكرة موضوع الإجرام السياحي بوصفه ظاهرة حديثة متزايدة التأثير على أمن واستقرار النشاط السياحي، خاصة في الدول التي تعتمد على السياحة كأحد مصادر الدخل الوطني. وقد تم تسليط الضوء على مفهوم الجريمة السياحية، وأنواعها، وأسباب انتشارها، مع التركيز على الإطار القانوني والتنظيمي الذي يحكم هذا النوع من الجرائم، سواء على الصعيد الوطني في الجزائر أو في بعض التشريعات المقارنة. كما تناولت المذكرة أوجه القصور التشريعي والمؤسسي في مواجهة هذه الجرائم، وضرورة تطوير سياسات أمنية وسياحية فعالة للحد منها. كما ناقشت الدراسة العلاقة الوثيقة بين أمن السياحة والتنمية الاقتصادية والاجتماعية، مبرزةً أثر الجرائم السياحية في إضعاف الثقة بالمرافق السياحية وتقليص فرص الاستثمار في هذا القطاع الحيوي. وقد خلصت المذكرة إلى أهمية تعزيز الأمن السياحي من خلال تفعيل التعاون بين الجهات الأمنية والسياحية، وتحديث التشريعات ذات الصلة، وإطلاق حملات توعية تستهدف السياح والمجتمع المحلي على حد سواء. Aabstract: This thesis addresses the issue of tourism-related crime as an emerging and increasingly influential phenomenon that affects the security and stability of the tourism sector, particularly in countries that rely on tourism as a major source of national income. The study sheds light on the concept, types, and causes of tourism-related crimes, with a focus on the legal and regulatory frameworks governing such crimes, both within Algeria and in comparative legal systems. It also highlights legislative and institutional shortcomings in confronting these crimes and emphasizes the need to develop effective security and tourism policies to mitigate them. The thesis further explores the close relationship between tourism security and economic and social development, underlining how such crimes weaken trust in tourism facilities and reduce investment opportunities in this vital sector. The study concludes that enhancing tourism security requires strengthened cooperation between security and tourism authorities, updated legislation, and awareness campaigns targeting both tourists and local communities.
