dc.description.abstractتعتبر ظاهرة الإرهاب من الظواهر الخطيرة على المجتمعات المعاصرة عرفت منذ القدم وظهرت في عدة أشكال واستعملت في ارتكابها عدة أساليب ، تفاقمت في السنوات الأخيرة وبلغت ذروتها، إذ كان لابد من البحث في موضوع مكافحة هذه الجريمة و التقليل من حدتها حتى يمكن إيجاد سبل الوقاية منها في المستقبل، ولعل الجزائر من البلدان الأولى التي عرفت الإرهاب بأقسى وأعتى صوره، حيث شهدت الجزائر مجازر كارثية وأحداث وحشية يعجز اللسان عن وصفها، إلا أنها نجحت في الخروج من هذه الأزمة، حتى أصبحت قبلة للدول للاستفادة من خبراتها في مجال مكافحة الإرهاب. تمحورت إشكالية الدراسة حول الآليات القانونية لمكافحة الإرهاب في التشريع الجزائري وكيف ساهمت الجزائر إقليميا ودوليا في مكافحة الجريمة الإرهابية، بفضل اعتمادها استراتيجية مزجت بين الردع والوقاية وصولا إلى وضع آلية لمنع الإرهاب. وباعتبار الجزائر جزء من المجتمع الدولي، فقد انخرطت في عدة اتفاقيات دولية وإقليمية لمكافحة الإرهاب وساهمت في عديد اللقاءات والمؤتمرات مساهمة فعالة، فبعد أحداث 11 سبتمبر 2001 ،سارعت الدول لعقد الإنضمام لمختلف الإتفاقيات المنطوية أحكامها تحت اتفاقيات الأمم المتحدة وتوصيات مجلس الأمن لضمان التنسيق الأمني والتناسق التشريعي في منع و مكافحة الإرهاب باعتباره ظاهرة عالمية، لتحقيق نتائج إيجابية . Summary : The phenomenon of terrorism is considered one of the most dangerous phenomena affecting contemporary societies. It has been known since ancient times and has appeared in various forms, employing multiple methods in its commission. In recent years, terrorism has worsened and reached its peak, necessitating research into the subject of combating this crime and reducing its severity to find ways to prevent it in the future. Algeria is among the first countries to experience terrorism in its most extreme and brutal forms, witnessing catastrophic massacres and horrific events beyond description. However, Algeria has succeeded in overcoming this crisis, becoming a hub for countries to benefit from its experiences in combating terrorism.The problem of the study revolved around the legal mechanisms for combating terrorism in Algerian legislation and how Algeria has contributed regionally and internationally to the fight against terrorist crime by adopting a strategy that combines deterrence and prevention, leading to the establishment of mechanisms to prevent terrorism.As Algeria is part of the international community, it has engaged in several international and regional agreements to combat terrorism and has contributed effectively to many meetings and conferences. After the events of September 11, 2001, countries rushed to join various agreements, whose provisions fall under United Nations conventions and Security Council recommendations, to ensure security coordination and legislative coherence in preventing and combating terrorism as a global phenomenon, to achieve positive results.
