| dc.description.abstract | شمدت الإدارة العمومية في العصر الحديث تحولا كبي ار نتيجة التطور التكنولوجي المتسارع، حيث برزت الإدارة الإلكترونية كأحد أهم الآليات الحديثة التي تمدف إلى تحسين أداء الم ارفق العامة وتطوير الخدمات الإدارية. ويقصد بالإدارة الإلكترونية استخدام تكنولوجيا المعلومات والاتصال في أداء الوظائف الإدارية وتقديم الخدمات للمواطنين بطرق رقمية حديثة، بما يحقق السرعة والشفافية والكفاءة في العمل الإدار ي. وتكمن أهمية الإدارة الإلكترونية في دورها الفعال في تحقيق التيسير الإداري من خلال تبسيط الإج ارءات الإدارية، تقليص البيروق ارطية، تقليل الوقت والجمد المبذول من قبل المواطنين والإدارة على حد سواء، إضافة إلى تحسين جودة الخدمات المقدمة وتعزيز الشفافية في التعاملات الإدارية. كما تسمم الإدارة الإلكترونية في تسميل الوصول إلى الخدمات العمومية عن بعد عبر المنصات الرقمية، وتدعيم مبدأ المساواة بين الأف ارد في الاستفادة من الخدمات العامة. وعليه، فإن اعتماد الإدارة الإلكترونية يمثل خطوة أساسية نحو تحديث الإدارة العمومية وتحقيق إدارة أكثر كفاءة وفعالية، رغم ما يواجمما من تحديات تتعلق بالبنية التحتية الرقمية، وتأهيل الموارد البشرية، وضمان الأمن المعلوماتي وحماية البيانات. Abstract (English): Public administration has undergone significant transformations due to rapid technological developments. Electronic administration has emerged as one of the most important modern mechanisms aimed at improving the performance of public services and developing administrative services. E-administration refers to the use of information and communication technologies in performing administrative functions and delivering services to citizens through digital platforms, which ensures efficiency, transparency, and speed in administrative work. The importance of e-administration lies in its effective role in achieving administrative facilitation by simplifying administrative procedures, reducing bureaucracy, and minimizing the time and effort required from both citizens and the administration. It also contributes to improving the quality of public services, enhancing transparency in administrative transactions, and facilitating remote access to public services through digital platforms. Moreover, eadministration supports the principle of equality by enabling broader access to administrative services. Therefore, the adoption of e-administration represents a fundamental step toward modernizing public administration and achieving more efficient and effective governance, despite the challenges related to digital infrastructure, human resource qualification, and information security. | |
