| dc.description.abstract | ملخص الدراسة: اعتمدت الدولة في سوق الشغل على آليات التشغيل منها ما هو موجه لترقية الشغل المأجور أي توفير مناصب العمل، ومنها ما هو هدفه تشجيع المبادرات الفردية بمعنى خلق مناصب الشغل. وفق اجراءات خاضعة لمقتضيات عديد القوانين عبر أعمال الرقابة التي تقوم بها مفتشية العمل، أو المناشير الوزارية المشتركة المستحدثة حديثا والتي تنص على تشكيل اللجان الولائية للتشغيل والتي جعلت من ولاية إليزي نموذجا لها. Résumé : L’état algérienne se base dans le marché de l’emploi sur les mécanismes de fonctionnement sur a la promotion du travail payé d’une part , c’est-à-dire d’offrir des postes budgétaire. D’autre part encourager l’initiative individuelle pour créer des postes de travail selon des procédures soumises au lois du travail sous contrôle de l’inspection du travail ou des nouvelles circulaires ministérielles communes qui incitent l’installation des commissions de wilaya. Ce qui a fait de la wilaya d’illizi un modèle à suivre. Summary : The Algerian state is based in the labor market on the operating mechanisms on the promotion of paid work on the one hand, that is to say to offer budget positions. On the other hand, encourage individual initiative to create jobs according to procedures subject to labor laws under the control of the labor inspectorate or new common ministerial circulars which encourage the installation of wilaya commissions. This has made the wilaya of illizi a model to follow. | |
