    الملخص: للتطورات التكنولوجية المتسارعة مسار لا ينتهي حيث يجري الانتقال من اقتصاد الموجودات الى اقتصاد المعلومات والأرقام قصد النهوض بمستوى الخدمة وعصرنتها ورقمنتها. و لكن وسائل الدفع الالكتروني أصبحت نجا تشكل اليوم تحديا كبيرا تتخلله العديد من المعوقات وتحول دون حه أو تجسيده، وهذا يستدعي تكاثف الجهود من أجل إيجاد السبل لتفاديها وتهيئة البيئة التي يتواجد فيها وعدم تطبيقها دفعة واحدة لأنه يؤدي إلى ظهور خلل في إستراتجية التطبيق ،فلابد من توفير الظروف والمناخ الملائم سيما مسألة الأمن المعلوماتي والحماية التقنية والقانونية . Abstract Rapid technological advancements have an endless trajectory, with the transition from an assetbased economy to an information and data-driven economy aimed at improving, modernizing, and digitizing services. However, electronic payment methods now pose a significant challenge, fraught with numerous obstacles that hinder their success or implementation. This necessitates concerted efforts to find ways to overcome these challenges and prepare the environment in which they can be implemented. Implementing them all at once is counterproductive, as it can lead to flaws in the application strategy. Therefore, it is essential to provide the appropriate conditions and climate, particularly regarding information security, technical protection, and legal safeguards.

    ملتقى وطني حول الأطر القانونية والاقتصادية في تفعيل النشاط السياحي بالجزائر

    الملخص: يمثل الاستثمار اليوم محور التنمية الاقتصادية في الدول النامية، حيث يعد المحرك الأساسي للنمو والتنويع الاقتصادي بعيدًا عن الاعتماد على الموارد الطبيعية، وفي الجزائر التي تسعى إلى تحقيق رؤية 2035 للاقتصاد المتنوع، يبرز قطاع السياحة كفرصة استراتيجية بفضل التراث الثقافي والطبيعي الغني، مما يجعل ضمانات ترقية الاستثمار السياحي في إطار قانون الاستثمار الجديد 18-22 محلاً للدراسة والتحليل. يكتسي هذا الموضوع أهمية بالغة في ظل التوجهات الوطنية لتنويع مصادر الدخل وتقليل الاعتماد على العائدات النفطية، إذ يساهم الاستثمار السياحي في خلق ملايين فرص العمل وجذب العملات الأجنبية، معتمدًا على قانون 22-18 كنقطة تحول تلغي القانون السابق 16-09 وتؤسس آليات حديثة كـ “الشباك الوحيد” ووكالة AAPI. Abstract Investment is central to economic development in developing countries today, serving as the primary driver of growth and economic diversification away from dependence on natural resources. In Algeria, which is striving to achieve its 2035 vision of a diversified economy, the tourism sector stands out as a strategic opportunity thanks to its rich cultural and natural heritage. This makes the guarantees of promoting tourism investment within the framework of the new Investment Law 22-18 the focus of this discussion. This topic is of paramount importance given the national drive to diversify income sources and reduce reliance on oil revenues. Tourism investment contributes to creating millions of jobs and attracting foreign currency, relying on Law 22-18 as a turning point that supersedes the previous Law 16-09 and establishes modern mechanisms such as the “One-Stop Shop” and the AAPI agency.
