    الملخص: تُعتبر آليات إبرام الصفقات العمومية في ظل التشريع الجزائري وسيلة قانونية وتنظيمية أساسية لضمان حسن تسيير المال العام وتحقيق الشفافية والمنافسة بين المتعاملين الاقتصاديين، كما تُعد أداة فعالة لتحقيق التنمية الاقتصادية والاجتماعية من خلال تمكين الإدارة من اختيار أفضل العروض وفق معايير قانونية دقيقة. وقد حرص المشرّع الجزائري على تنظيم هذه الآليات عبر قواعد وإجراءات تهدف إلى حماية المصلحة العامة وتعزيز مبادئ النزاهة والمساواة، مما يجعل نظام الصفقات العمومية ركيزة مهمة في بناء إدارة عمومية فعالة قائمة على الحكامة الرشيدة واحترام القانون. Abstract: Public procurementmechanismsunder Algerian legislation are considered an essential legal and regulatorymeans to ensure the proper management of public funds and to promotetransparency and competitionamongeconomicoperators. They alsoconstitute an effective tool for achievingeconomic and social development by enabling public administrations to select the best offersaccording to preciselegalcriteria. The Algerian legislator has established and regulatedthesemechanismsthrough a set of rules and proceduresaimed at protecting the public interest and strengthening the principles of integrity, equality, and fairness. Consequently, the public procurement system represents a fundamentalpillar in building an efficient public administration based on good governance and respect for the rule of law.

    إختصاصات رئيس المجلس الشعبي البلدي في ظل قانون البلدية رقم :11/10

    من خلال دراساتنا لموضوع صلاحيات رئيس المجلس الشعبي البلدي في ظل قانون البلدية 11/10 ،واستعمالنا للمنهج التحليلي والوصفي نجد ان المشرع الجزائري ووفقا للقانون العضوي للانتخابات 21/01 ،انه عدل من طريقة انتخاب رئيس المجلس الشعبي البلدي ،كما خول لرئيس المجلس الشعبي البلدي اختصاصات مزدوجة منها ما يتمتع بها بصفته ممثلا للبلدية واخرى بصفته ممثلا للدولة على غرار القوانين السابقة ،وهذا ما يجعله ،قريب من المواطن وانشغالاته، وخدمة الدولة والنهوض بتنمية البلدية ورفع كل التحديات ،التي تعيق تحقيق هده التنمية . Abstract : According to our study to the powers granted to the head of the People’s Municipal Council under the Municipal law11l10 , using the analytical and descriptive methodology ,we conclude that the Algerian legislator .according to the Election law , has adjusted the way of electing the president of the people’s municipal council –He also granted the head of the council a double role :as a representative of the municipality on the one hand representative of the state municipalityon The one the hand and similar to the previous laws this makes him close to the citizen and his concerns ,serving the state and promoting municipal development while overcoming the challenges that hinder this development .
