    تناولت هذه الدراسة الدور المتنامي للذكاء الاصطناعي في تحديث النشاط الإداري، حيث تهدف إلى إبراز كيف ساهمت الخوارزميات والأنظمة الذكية في تحسين جودة الخدمات العمومية وتسريع اتخاذ القرار الإداري. تبحث المذكرة في آليات التحول من الإدارة التقليدية إلى الإدارة الذكية، مع التركيز على تبسيط الإجراءات وتقليل البيروقراطية. كما تسلط الدراسة الضوء على الجوانب القانونية والتنظيمية، ومسألة المسؤولية الإدارية عن القرارات المتخذة بواسطة الأنظمة الذكية. وتخلص المذكرة إلى أن تبني الذكاء الاصطناعي ليس مجرد ترف تقني، بل ضرورة حتمية لرفع كفاءة المرفق العام، بشرط توفر إطار قانوني يحمي حقوق الأفراد ويضمن الشفافية والمساءلة. Abstract: This study explores the growing role of Artificial Intelligence (AI) in modernizing administrative activity. It aims to highlight how algorithms and intelligent systems have contributed to enhancing the quality of public services and accelerating administrative decision-making. The thesis examines the transition from traditional administration to "Smart Administration," focusing on streamlining procedures and reducing bureaucracy. Furthermore, the study sheds light on the legal and regulatory frameworks, addressing the issue of administrative liability for decisions generated by autonomous systems. The thesis concludes that adopting AI is no longer a technical luxury but an inevitable necessity to improve the efficiency of public utilities, provided there is a robust legal framework that protects individual rights and ensures transparency and accountability.
