    الإدارة الإلكترونية ودورها في عصرنة الإدارة المحلية

    ملخص الدراسة: إن تطبيق أسلوب الإدارة الإلكترونية على مستوى الإدارة المحلية جاء كنتيجة للضرورة الحتمية التي فرضتها تكنولوجيا الإعلام و الإتصال و اوجبت التخلي عن الأساليب التقليدية والورقية المعمول بها في ظل الإدارة التقليدية، محدثة بذلك إصلاحات جذرية على مستوى الإدارات العمومية المحلية بتبني أسلوب الإدارة الإلكترونية في البلديات والولايات ورقمنة خدماتها. وعلى هذا الأساس يعد مشروع الإدارة الإلكترونية من المشاريع الناجعة لما تلعبه من دور فعال وإجابي في عصرنة الإدارة المحلية وخدماتها الإدارية، إلا أنه يرتقي بعد إلى درجة الكمال نظرا لما تعتريه من حواجز ومعوقات الأمر الذي يستلزم وضع حلول مناسبة أما كل مايحول دون ذلك. Study summary: The application of e-government at The local government level came as a result of the inevitable necessity imposed by information and communication technology, which required abandoning the traditional, paper-based methods used under traditional administration. This brought about radical reforms at the level of local public administrations by adopting e-government in municipalities and provinces and digitizing their services. On this basis,the e-government project is considered one of the successful projects due to its effective and positive role in modernizing local administration and its administrative services, However, it has not yet reached perfection due to the barriers and obstacles it faces, which necessitates finding appropriate solutions for everything that prevents it.
