Abstract
الملخص:
تهدف الدراسة لمعرفة الدور الفعال في استخدام بطاقة الأداء المتوازن في تقييم أداء مؤسسات التعليم العالي، ولتحقيق هذا الهدف تم عرض الاطار النظري تقييم الأداء مع التركيز على مفهوم الأداء الجامعي، ومختلف أدوات تقييم الاداء التقليدية والحديثة، الجانب التطبيقي على دراسة حالة تقييم أداء المركز الجامعي إيليزي خلال السنة الجامعية 2023-2024، جمعت معلومات التي تخدم هدف الدراسة باستخدام أداة المقابلة المباشرة.
تم التوصل إلى أنبطاقة الأداء المتوازن تعطي تقييم أداء شامل لأنها تجمع بين المؤشرات المالية وغير المالية، ويمكن استخدامها في تقييم الأداء على المستوى القصير والمتوسط، كما تم التوصل إلى أن نجاح العملية التقييمية للأداء مرهون بمدى قدرة المؤسسة الجامعية على قياس أكبر عدد من مؤشرات الأداء الكمية والنوعية.
Abstract:
The study aims to find out the effective role in the use of the balanced scorecard in evaluating the performance of higher education institutions, and to achieve this goal, the theoretical framework of performance evaluation was presented with a focus on the concept of university performance, and various traditional and modern performance evaluation tools, and the case study of evaluating the performance of the University CenterIllizi during the academic year 2023-2024, information was collected that serves the goal of the study using the direct interview tool.
The study found that the balanced scorecard gives a comprehensive performance evaluation because it combines financial and non-financial indicators, and can be used to evaluate performance at the short and medium level, and it was also concluded that the success of the performance evaluation process depends on the extent to which the university institution is able to measure the largest number of quantitative and qualitative performance indicators.
