Abstract
الملخص:
تهدف هذه الدراسة إلى معرفة دور الجباية البيئية كوسيلة فعالة لحماية البيئة بإعتبارها احد أهم الوسائل للحد من التلوث البيئي و إبراز المفاهيم المرتبطة بالبيئة والتلوث البيئي ووسائل حماية البيئة ودور الجباية البيئية الجزائرية و التعرّف على مختلف الضرائب البيئية و إيراداتها.
تمت الدراسة على مؤسسة مديرية البيئة لولاية ايليزي وقد تم تطبيق المنهج الوصفي والمنهج التحليلي و ذلك من خلال طرح مختلف المفاهيم المتعلقة بالموضوع كمفهوم التلوث البيئي والجباية البيئية وغيرها و التي تساعد على فهم الموضوع بصورة أفضل و كذلك بتحليل النصوص القانونية المتخذة من قبل المشرع الجزائري في مجال حماية البيئة.وقد تم التوصل إلى مجموعة من النتائج أهمها أن الجباية البيئية تهدف فقط إلى الوصول للحجم الأمثل للتلوث البيئي أو الحد المقبول اجتماعيا.
Summary: This study aims to know the role of environmental collection as an effective means of protecting the environment as one of the most important means to reduce environmental pollution and to highlight the concepts related to the environment and environmental pollution and the means of environmental protection and the role of Algerian environmental collection and to identify the various environmental taxes and their revenues.
The study was carried out on the institution of the Directorate of Environment for the state of Illizi. The descriptive approach and the analytical approach were applied by introducing various concepts related to the subject, such as the concept of environmental pollution, environmental taxation, and others, which help to understand the subject better, as well as by analyzing the legal texts taken by the Algerian legislator in the field of Environmental protection. A set of results have been reached, the most important of which is that environmental collection aims only to reach the optimum amount of environmental pollution or the socially acceptable limit.
