Abstract
: اﳌﻠﺨﺺ
إن اﳌﻨﻈﻤﺔ اﻟﺪوﻟﻴﺔ ﻟﻠﺸﺮﻃﺔ اﳉﻨﺎﺋﻴﺔ ذات ﺷﺨﺼﻴﺔ ﻗﺎﻧﻮﻧﻴﺔ دوﻟﻴﺔ، اﻟﱵ ﲢﻮﳍﺎ ﻟﻠﻘﻴﺎم ﲟﻬﺎﻣﻬﺎ ﰎ إﻧﺸﺎؤﻫﺎ ﻟﻠﺘﻨﺴﻴﻖ
ودﻋﻢ اﻟﺘﻌﺎون اﻟﺪوﱄ ﻋﻠﻰ أوﺳﻊ ﻧﻄﺎق ﺑﲔ اﻷﺟﻬﺰة اﻟﺸﺮﻃﻴﺔ ﰲ ﳎﺎل ﻣﻜﺎﻓﺤﺔ اﳉﺮﳝﺔ ﻻﺳﻴﻤﺎ اﳉﺮﳝﺔ اﳌﻨﻈﻤﺔ وذﻟﻚ ﰲ
إﻃﺎر اﻷﻧﻈﻤﺔ اﻟﻘﺎﺋﻤﺔ ﰲ ﳐﺘﻠﻒ اﻟﺪول، ﻛﻤﺎ ﻋﺮﻓﺖ ﻫﺬﻩ اﳌﻨﻈﻤﺔ "ﻣﻨﻈﻤﺔ ﺗﻌﲎ اﶈﺎرﺑﺔ اﻹﺟﺮام اﻟﺪوﱄ اﳌﺘﺰاﻳﺪ
و ﻣﲔ اﻻﺗﺼﺎﻻت اﻟﺮﲰﻴﺔ ﺑﲔ رﺟﺎل اﻟﺸﺮﻃﺔ اﳉﻨﺎﺋﻴﺔ ﻟﻠﺪول اﻷﻋﻀﺎء ﻓﻴﻬﺎ ﺿﻤﻦ اﻟﻘﻮاﻧﲔ اﻟﺴﺎرﻳﺔ ﰲ ﻫﺬﻩ اﻟﺪول ﻣﻊ
وﰎ اﻻﻋﺘﻤﺎد ﰲ ﻫﺬﻩ اﻟﺪراﺳﺔ ﻋﻠﻰ اﳌﻨﻬﺞ اﻟﻮﺻﻔﻲ و اﳌﻨﻬﺞ اﻟﺘﺤﻠﻴﻠﻲ أﻳﻀﺎ. ، ﻣﺮاﻋﺎة اﳌﺒﺎدئ اﻟﻌﺎﻣﺔ ﳊﻘﻮق اﻹﻧﺴﺎن
واﺳﺘﺨﻼﺻﻨﺎ ﺑﻌﺾ اﻟﻨﺘﺎﺋﺞ ﺗﺘﻤﺜﻞ أﳘﻬﺎ ﰲ ،إن اﻹﻧﱰﺑﻮل ﻣﻨﻈﻤﺔ دوﻟﻴﺔ ذات ﺷﺨﺼﻴﺔ وأﻫﻠﻴﺔ ﻗﺎﻧﻮﻧﻴﺔ دوﻟﻴﺔ، ﰎ إﻧﺸﺎؤﻫﺎ
ﻟﻠﺘﻨﺴﻴﻖ ودﻋﻢ اﻟﺘﻌﺎﺿﺪ اﻟﺪوﱄ ﻋﻠﻰ أوﺳﻊ ﻧﻄﺎق ﺑﲔ اﻷﺟﻬﺰة اﻟﺸﺮﻃﻴﺔ ﰲ ﳎﺎل ﻣﻜﺎﻓﺤﺔ اﳉﺮﳝﺔ.
