Abstract
تتناول هذه المذكرة موضوع الانتخابات ودورها في تكريس مبادئ المواطنة في الجزائر، باعتبار أن الانتخابات تعد من أهم الآليات الديمقراطية التي تمكن المواطنين من المشاركة في الحياة السياسية واختيار ممثليهم بطريقة حرة ونزيهة. وقد هدفت الدراسة إلى إبراز العلاقة بين العملية الانتخابية ومبادئ المواطنة، من خلال توضيح مفهوم الانتخابات وخصائصها وشروطها وأنواعها، إضافة إلى دراسة مفهوم المواطنة وأبعادها السياسية والاجتماعية والقانونية.
كما ركزت الدراسة على أهمية الانتخابات في تعزيز قيم الديمقراطية والمساواة والحرية السياسية، ودورها في تحقيق المشاركة الشعبية وترسيخ الشعور بالانتماء الوطني والمسؤولية الجماعية. وتطرقت كذلك إلى مختلف الأنظمة الانتخابية المعتمدة في الجزائر، والشروط القانونية المتعلقة بحق الانتخاب والترشح، مع إبراز الضمانات التي تكفل نزاهة العملية الانتخابية وشفافيتها.
وخلصت الدراسة إلى أن الانتخابات تمثل أداة أساسية لتجسيد المواطنة وترسيخ الممارسة الديمقراطية، غير أن نجاحها يبقى مرتبطًا بمدى توفر الوعي السياسي لدى المواطنين، وشفافية العملية الانتخابية، وتعزيز الثقة بين المواطن والمؤسسات. كما أكدت الدراسة أن تكريس مبادئ المواطنة في الجزائر يتطلب تطوير الثقافة السياسية، وتشجيع المشاركة الانتخابية، ومحاربة مختلف العوامل التي تعيق الممارسة الديمقراطية السليمة
Abstract:
This thesis addresses the topic of elections and their role in promoting the principles of citizenship in Algeria, considering elections as one of the most important democratic mechanisms that enable citizens to participate in political life and choose their representatives freely and fairly. The study aimed to highlight the relationship between the electoral process and the principles of citizenship by clarifying the concept, characteristics, conditions, and types of elections, in addition to studying the concept of citizenship and its political, social, and legal dimensions.
The study also focused on the importance of elections in strengthening the values of democracy, equality, and political freedom, as well as their role in achieving popular participation and reinforcing the sense of national belonging and collective responsibility. Furthermore, it examined the various electoral systems adopted in Algeria and the legal conditions related to the right to vote and run for office, while emphasizing the guarantees that ensure the integrity and transparency of the electoral process.
The study concluded that elections represent a fundamental tool for embodying citizenship and consolidating democratic practice. However, their success remains linked to the level of political awareness among citizens, the transparency of the electoral process, and the strengthening of trust between citizens and institutions. The study also confirmed that promoting the principles of citizenship in Algeria requires developing political culture, encouraging electoral participation, and combating the various obstacles that hinder sound democratic practice.
