Abstract
ملخص
تهدف هذه الدرلسة الى معرفة مدى التزام المصالح المتعاقدة في ولاية ايليزي بتطبيق مبادئ الحوكمة وأهم المعوقات التي تحدها عند ابرام الصفقات العمومية ,حيث اعتمدت المنهج الوصفي في جانبها النظري ودلك لغرض الوصف الدقيق والتفصيلي للموضوع بالاضافة الى أسلوب الدراسة الميدانية من خلال الاستعانة باللاستبيان الذي صمم لهذه الغاية , حيث تم توزيع 85 نسخة على أفراد عينة من موظفي مكاتب الصفقات العمومية على مستوى 18 مديرية تنفيدية بولاية ايليزي استرجعت منها75 نسخة منها 65 صالحة للتحليل والتي تمت معالحتها باستخدام حزمة تحليل البيانات الاحصائية spssوتوصلت نتائج الدراسة الى أن هناك التزام في تطبيق مبادئ الحوكمة من قبل المصالخ المتعاقده عند ابرام الصفقات اضافة الى وجود معوقات علمية ومهنية تحدها من تطبيق مبادئ الحوكمة عند ابرام الصفقات العمومية.
وخلصت الدراسة الى مجموعة من الاقتراحات نذكر منها اعتماد برنامج تحسين كفاءة الموظفين ومراجعة النصوص القانونية المحددة لشروط التعيين في اللجان واعتماد تكنلوجيا الاعلام والاتصال فيما يخص اعلاناتالصفقات العمومية.
Abstract
This study aims to know the extent to which the contracting interests in the state of Illizi are committed to applying the principles of governance and the most important obstacles that limit them when concluding public deals.where 85 copies were distributed to a sample of employees of public procurement offices at the level of 18 executive directorates in the state of Illizi, of which 75 copies were retrieved, 65 of which are valid for analysis and which were processed using the SPSS statistical data analysis package. Contracting slaughterhouses when concluding deals, in addition to the existence of scientific and professional obstacles that limit them from applying the principles of governance when concluding public deals
The study concluded with a set of suggestions, including the adoption of a program to improve the efficiency of employees, a review of the legal texts specific to the terms of appointment in committees, and the adoption of information and communication technology with regard to public procurement announcements.
