Abstract
من خلال دراساتنا لموضوع صلاحيات رئيس المجلس الشعبي البلدي في ظل قانون البلدية 11/10 ،واستعمالنا للمنهج التحليلي والوصفي نجد ان المشرع الجزائري ووفقا للقانون العضوي للانتخابات 21/01 ،انه عدل من طريقة انتخاب رئيس المجلس الشعبي البلدي ،كما خول لرئيس المجلس الشعبي البلدي اختصاصات مزدوجة منها ما يتمتع بها بصفته ممثلا للبلدية واخرى بصفته ممثلا للدولة على غرار القوانين السابقة ،وهذا ما يجعله ،قريب من المواطن وانشغالاته، وخدمة الدولة والنهوض بتنمية البلدية ورفع كل التحديات ،التي تعيق تحقيق هده التنمية .
Abstract :
According to our study to the powers granted to the head of the People’s Municipal Council under the Municipal law11l10 , using the analytical and descriptive methodology ,we conclude that the Algerian legislator .according to the Election law , has adjusted the way of electing the president of the people’s municipal council –He also granted the head of the council a double role :as a representative of the municipality on the one hand representative of the state municipalityon The one the hand and similar to the previous laws this makes him close to the citizen and his concerns ,serving the state and promoting municipal development while overcoming the challenges that hinder this development .
