Abstract
الملخص:
ينطوي عقد الامتياز على الاراضي الفلاحية التابعة للأملاك الخاصة للدولة أهمية كبيرة بالنسبة للمشرع الجزائري وذلك من خلال الحافظة على العقار الموجه للاستثمار الفلاحي عن طريق الامتياز، والذي من خلال حسن استغلاله أن يسهم في التنمية الاقتصادية للبلاد، كما أن تطوير القطاع الفلاحي عن طريق عقد الامتياز، يحتاج إلى إرادة سياسية حقيقية للنهوض بهذا القطاع الذي يعتبر قطاع سيادي لبعض الدول.
كما أن التوجه إلى استغلال العقار الفلاحي عن طريق الامتياز حتما سيلقي بظلاله على باقي القطاعات خاصة قطاع الصناعة، وكذلك خلق ثروة حيوانية والمحافظة عليها عن طريق إنشاء مستثمرات فلاحية جيدة، إنجاز مزارع لتربية الأسماك مثل المزارع التي انشات في ولاية ورقلة، والاهم من كل هذا عذا هو توفير اليد العاملة ما يؤدي حتما إلى نقص البطالة ولما لا القضاء عليها في بلادنا.
وتبقى الرقمنة اهم مشروع يجب الإسراع في تنفيذه سواء على قطاع الفلاحة أو على جميع القطاعات في الدولة، وهو ما نادى به رئيس الجمهورية في عديد المناسبات.
Abstract:
The concession contract on agricultural lands belonging to the private property of the state is of great importance to the Algerian legislator, through the preservation of the real estate destined for agricultural investment through the concession, which, through its proper exploitation, contributes to the economic development of the country, and the development of the agricultural sector through the concession contract, It requires a real political will to advance this sector, which is considered a sovereign sector for some countries.
Also, the tendency to exploit agricultural real estate through concessions will inevitably cast a shadow on the rest of the sectors, especially the industrial sector, as well as creating and preserving livestock wealth by establishing good agricultural investments, establishing fish farming farms like the farms that were established in the state of Ouargla, and most important of all this... It is the provision of labor, which inevitably leads to a shortage of unemployment, and why not eliminates it in our country.
Digitization remains the most important project whose implementation must be accelerated, whether in the agricultural sector or in all sectors in the country, which is what the President of the Republic has called for on many occasions.
